In 1991, after more than 20 years of assessing the risks of crime to individuals, institutions, and organizations in the public and private sectors, Charles Slepian established the Foreseeable Risk Analysis Center. FRAC was modeled after think tanks which draw upon the analysis and recommendations of respected professionals for solving societal problems. The focus of FRAC is on ways to foresee reasonable risks of crime, including the risk of terrorism; on prioritizing those risks; and on suggesting security barriers to protect against them.
